KPLC has finished the cable as you say, however the cross-border connection to 
UETCL is currently held up by government bureaucracy (worker immigration 
issues, etc).

Word is that these problems will soon be resolved and that KPLC will be a 
cheaper, more reliable alternative to KDN & friends.
