IMO, to answer the OP you could use any *nix system and customize it to fit 
your development needs - basically use what u are most comfortable / 
experienced with, all the tools will work for your distro. 

If you however want something that comes with a lot of development stuff "out 
of the box" you can have a look at Workbench Linux (based on Xubuntu ).
