Well, unless we see your inbox, how can we be sure that anything you say has 
any connection with the reality? 
Against my better judgement: I think I have been part of the free software 
community in Uganda long enough to say that it has not been moved forward 
necessarily by local mailing lists. This or any other. Far from it. They 
(mailing lists) are a consequence, rather than a cause. The prime movers are 
elsewhere. In schools, in ISP/Telco/IT support service fulfilment needs, etc. 
And the users/activists are many, and mostly invisible. I know lots who have 
never even been part of this LUG.
 So there is a distinct whiff of Eau de Tarzan about any assertions that 
couldn't possibly be supported by the reality as we have known it.
