This is often caused by the string sticking in the nut. The tension builds
up in
the part of the string between the peg and the nut until there is enough to
overcome the static friction - then the tension equalizes, usually at a
level higher than you 
wanted. The sticking is also a cause of "pitch drift" - the tension in the
two parts of the
string is different and over minutes the string slips over the nut until
the tensions are
eqaulized. 

Ultimate solution: take instrument to competant builder and have them check
the
groove, refile the notch or worst case make a new nut.

Cheapo instant gratification solution: get a soft drawing pencil (2B or
more works very well),
push the string out of the groove and rub some graphite it. This frequently
does the trick.
