  3. Rerun setxkbmap, and that keyboard is fixed—until you unplug &

I can't see an option in setxkbmap to say
"bloody well set this permanently?"

Anybody know how to get that?

This issue also affects the fbcon tty, s/setxkbmap/setupcon/.
They both share a host-wide default in /etc/default/keyboard.
