I don't understand what your problem exactly is, but I happen to have a
running Keil port  for ARM Cortex-M (CMSIS, Keil/IAR/GNU in fact). Take
a look at it and maybe you find your problem (or use this port)

Beyond that, check your lwipopts.h and settings internal to the
application you are trying to run. Afaik those settings you mention are
correct as I have them both set to 0 as the comment states; but some
applications might have their own settings for their own memory allocation.
