The memory limit is introduced in Anaconda (Fedora installer) itself, so
has nothing to do with the upstream project. 

The workaround one can use to disable this memory limit is described
here: https://bugzilla.redhat.com/show_bug.cgi?id=708966#c21

And afaik there will be the kernel option in Fedora 17 to disable this
limit on boot.
