Try to download the page in question on your local disk
and look it there playing with "assumed document charset" parameter.

it is ocassionally works for german because iso-latin-1 and cpXXX
happens to have few characters on the same positions, nothing more.
You could answer yourself looking into src/chrtrans/*.tbl files.
