This particular usage should be considered a last resort (the Javascript version given originally, should be considered a totally unacceptable approach) when commercial factors prevent the generation of a proper HTTP redirect. If the usage was to produce a splash screen, I'd strongly reccommend reading http://www.useit.com/ and Jakob Nielsen's Designing Web Usability on why splash screens are a bad thing. (Look for references to "breaking the back button" - one effect of both these strategies is that you get returned to where you were by the refresh or Javascript when you try to use the back button, negating its effects.)
