I agree that it is an hack, but if you read the patch you will see that
if you already have entries for the pdf formats, they are not overridden.
Or, perhaps, you are thinking of the possibility for you to write
\format  pdf ...
without quotes and arbitrary spaces? In this case it is a simple matter
of specializing the regexps such that all alternatives are catched.
