Maybe have a schedule like KDE. You have a wiki page with 
- a deadline to register a new feature idea
- a deadline to start coding the feature
- a deadline to finish coding 

That works more or less. Works like a scientific conference : Call for
papers, send the summary, send the paper. 

People have a clearer view of the time left and get less bitter if they miss
the deadline.
