Very nice picture thanks. One thing I wanted to check was whether
icons did look better now than they used to. They do.

Concerning the new toc widget, does qt/mac make it a drawer (is
that the term?) already, or shall we do it?

What about the following patch?

That works nicely as a first pass. (I'll send another .gif privately.) There are some oddities, such as the presence of a title bar (and maximize/close icons) within the drawer. Clicking on the maximize icon produces some strange results: LyX gets confused as to whether the TOC widget is docked -- as before the patch -- or in a drawer as well as to whether it's visible or not.

The close icon in the TOC title bar is also the only way currently to close the drawer; it cannot now be closed using the toolbar icon, the menu, or a key binding. Also, the "handle" of the drawer -- the small extra line in the middle of the outside border -- can be used to make the drawer bigger, but it cannot be used to close it.

There are also focus issues, which are also issues with the dockable TOC. Clicking on an item in the TOC causes the focus to be in the TOC (with no cursor visible in the main document window). Typing has no effect (because focus is in the TOC), but it is possible to insert something into the document using the menus (Insert > Footnote, e.g.).
