I'd say no because I use Alt-r for Promote for example. If we can agree
to affect Tab and Shift-Tab to Promote and Demote then I would be OK
with the arroaws.
The shortcuts are a little problematic IMO. I use the cua keyboard bindings and i am really happy
with it. But it uses many shortcuts with Alt+..., e.g. "Alt+a *" for selecting layouts. I get
problems here with the german menu shortcuts and now, if the toc dialog is docked, it also catches
the Alt+.. shortcuts from the document window. Thus it would be good to avoid such shortcuts that
come from the user interface.
