So you will have development branch, semi stable branch and really
stable branch. Wow! How many people do you plan to hire? Stable
branches are only doable when they are stable. In most of "my"
1.[34].x releases, the code changes accounted for less than 5% of the
patch size. And this is how it should be.

I do not see the interest of cleaning up the stable branch. It is
better to work on the development branch (but with some focus!!) and
make it happen as quickly as possible.
