Is this always needed. We use the CJK-package to get the language encodings

\usepackage{CJK}

but I don't know if this also translate the thing babel usually do.
If you say it is needed, I'll try to implement support for it.

it seems his Japanese package now appears as Japanese option file for babel ( http://www2.tba.t-com.ne.jp/ing/ing/japanese-jis.tar ), so it could be a solution for Japanese language.

Not on my system, it seems that the Japanese-package sets the Japanese babel 
definition file.
I'll have a look.
