it seems his Japanese package now appears as Japanese option file
for babel ( http://www2.tba.t-com.ne.jp/ing/ing/japanese-jis.tar ), so
it could be a solution for Japanese language.
Not on my system, it seems that the Japanese-package sets the Japanese babel
definition file.
I'll have a look.
