If you apply only your patch, you have no way to specfy an encoding of
Japanese characters in an English document, because your patch is
inteded for only selecting languages. So, You need additional codes
for selecting encodings. There is no problem anymore with
my patch or the patch you submitted

Recognition of platex binary when encoding is {EUC-JP|JIS|SJIS}-pLaTeX

Partially fixed.

The reporter, Koji Yokota-san, wants to pass encoding of an active LyX
document to the converter 'platex' by an option, such as 'platex
-kanji=euc'. However, the option is not implimented.

Instead, the encoding is selected by users in the GUI panel: (Document
-> Settings-> Language-> Encoding: Other: Japanese (pLaTeX, EUC-JP)).
It is possible that executing a platex command for sjis encoding fails
to convert a file in euc encoding to a dvi file. Therefore, it would be
better to check available encodings by the lib/configure.py script.

#4863: jarticle cannot be found by configure.py even if installed

#4700: multilingual CJK broken
How about #4700 ?
