This is because babel has all this entries. I am in the process of
cleaning this up, and in my cvs tree it is just

        { "frenchb", N_("French"), false, &iso8859_1 },
        { "french", N_("French (GUTenberg)"), false, &iso8859_1 },

This is because we have the babel french option and also the
french.sty package, which is a bit different. These should be
associated to the same dictionary, anyway.
