Are you they cannot be accessed when at least a document is loaded?
This seems very strange to me.
I can try to chack later today, but not right now.
To clarify: The menu entries (About LyX and Preferences) are dimmed
both with and without loaded documents (for me). The keyboard shortcut
works in both cases though (as Bennett pointed out).
