While it is weak in LaTeX, LyX's own UTF8 support is fine and also kicks
in if the latex-source is in UTF-8.

In a modern system, it really does not make sense to write the source in
iso8859-15, say, if the locale is UTF-8.

Of course they should. However, this is not prevented by using a
different *default*.
