The pdf file is created but it is empty. At least for me, this is due
to the failure of epstopdf:

Error: /undefined in LanguageLevel:

Execution stack:
   %interp_exit .runexec2 --nostringval-- --nostringval--

Current allocation mode is local
Last OS error: No such file or directory
MiKTeX GPL Ghostscript 9.00: Unrecoverable error, exit code 1

So, .agr files are actually converted to pdf. The reason this conversion
fails for the OP must be something else.
