There is on r-help, and some others, I assume. The idea is that by
default messages should be sent privately; this avoids people doing
stupid things, such as sending private details (credit card numbers)
to the list while thinking that they're writing in private. If you
want it to end up on the list, then you should explicitly 'reply to
all' and thus include 'lyx-users' in the CC list. This policy is
supposed to improve the quality of the list, the welfare of the naive
users, or some other similar crap.
