I don't see a _huge_ problem with this.

Before implementing file optimizations I'd like the tabular code to be
really solid. And we won't be able to test all of that until
NEW_INSETS is the default. I do not think I want this patch in 1.1.6
but perhaps in 1.1.6fix1. anyway this is Juergens call.
