We do "officially" rely on the Windows dependencies file on Sourceforge. See CMakeLists.txt: set(deps_server http://downloads.sourceforge.net/project/lyx/Win_installers/Dependencies) What is way worse is that there were 461 downloads of LyX 2.0.2 (which is two years old) in the last 2 months only.
