discussed this last time, I have not been able to determine where the
logic for that is in Debian packaging, for example.
Note however that we could at our make/cmake level honor the LINGUAS
environment variable like is done for po files. In this case we would
only install the relevant documentation and dictionaries (e.g. only
English and French for me).
