I don't understand why. It is a simple decision if we want support for 
the verbatim* environment in LyX or not. This environment is in basic 
LaTeX like verbatim. I am not inventing anything new, just use what we 
have already for verbatim, even the lyx2lyx code.

So the only decision is if these 4 lines in stdlayouts.inc:

+Style Verbatim*
+       CopyStyle             Verbatim
+       LatexName             verbatim*
+End

are fine.
