Oh... I missed this was for the web site, which is actually also a wiki of the same kind (PmWiki), but a different instance. I tried the same change on that wiki, but it doesn't help. It was hardcoded to http://www.lyx.org, and I've now also changed it to https://www.lyx.org. In addition, I similarly changed two other prefixes defined next to it. Please have another look at https://www.lyx.org/Download Perhaps it's ok now? Or it's possibly that you need to be logged in with the administrative password as it's a sensitive page.
