I tried lyx2.3 the given preamble and had no problems using
1.) font Sheherezade, non-tex fonts
2.) ouput format PDF (XeTeX)
3.) Document language Arabi
Did you mean lyx 2.2.3 instead?
Could you provide a minimal lyx file showing the error?
