The answer is back in that thread somewhere....

I managed today to build a Windows installer, though for 2.4.dev. The
not "bundled" one.
I've got to backport the various changes I had to make to the build
scripts, etc, and then
I should be able to build an installer for 2.3.0. I guess I'll do the
bundled one, too, if I can.
The only difference is the installation of MikTeX.
