Could you check, whether the output is correct (i.e. the same as with
inputenc == utf8 or inputenc == ascii) or whether there are wrong characters?

If the output is OK, this is fixed by preventing the fallback loading of
utf8 and we can remove the "inversion-clauses".

This is due to the adding of some characters to the test documents in
1c9d3da93877ef.

Should be fixed in 321fbb86.
