Firstly, the reported missing API was actually there. Indeed, that code was being compiled on Vista long before Win7 was released. Secondly, one could still compile LyX using and old Qt, so the requirements can differ. For what I know, LyX could actually be compiled on Vista, because all required APIs are there.
