I don't know if there is a planned official policy, but at the moment
2.95 and 3.0 are both in unstable, so I'm thinking they're both going
to release.  I think it may be that 3.0 is preferred, but it's
acknowledged that some packages don't compile with it.

Which libstdc++ is better for lyx?
