If there's no signal sent, then what is supposed to be the actual update-trick? Maybe that can help find the culprit. Or does it depend on the viewer and/or its version? Different people seem to struggle with different update problems. Some don't have the dvi-update, others don't have the PS-update. For example in my case: DVI viewer command = "xdvi" (xdvi version 22.05d-k) Postscript viewer command = "gv -swap" (gv version 3.5.8) xdvi updates, but gv doesn't; for Kayvan it appears to be the reverse!
