Martin, here it is. I changed a little of short1.diff (ie got rid of that 
additional paragraph method, making it a function with paragraph.C scope only.

I did not touch the Layout stuff of short2.diff ata ll, not counting myself 
as qualified to do so.

I did nothing other than repackage your short1.diff short2.diff 
insetshorttitle.[Ch] as a single patch, martin.diff.gz, attached.
