No. This is not what the ellipsis means. The elipsis means :

"I need further information before I can complete your request".

Thus "Open...", because you need further info (the filename) before it
can complete the request (opening the file).

Layout->Character is really saying "Edit->Character Style". Since the
dialog that arrives does in fact do  this (the primary purpose of
opening the dialog), it does not warrant an ellipsis.
