Ok. This is not a "real bug", but mainly a cosmetic issue when drawing
scripts insets with empty bases. But this is part of a more general
problem.

The difference between 1.3.0 und 1.3.1cvs is that 1.3.0 swallows the empty
braces used to create the empty base on read-in. This does neither help nor 
hurt much in this case.

Dekel's last chances that, to a more transparent write/read cycle without
this change.  I guess his fix should be applied to 1.3.1cvs as well, but
I'd rather wait for a week or two...
