The preamble dialog is not nice to use (not just the size, but the
editing is very limited at least under xforms).

So what about using a InsetPreamble (some collapsable inset, perhaps on top
of InsertERT) instead of the separate preamble dialog?

Technically there is no problem: It simply adds its contents to the written
preamble in validate(), it gets added a the begin of a doc when read from
the .lyx.

For editing we could use all the 'main LyX editing features' and are not
limited to what xforms provides. 

I was thinking about doing something similar for the math macro definitions
anyway, so everything would be more consistent this way, too...
