No, it should not. Or else perfectly valid files before will give errors now. That was the problem Kornel and I got today. Sometimes I put a pagebreak before a a section. If I left the page break as the first element of the paragraph I will get an error. If you look to the latex code from 1.3.x you will see that the page break and lines goes before, and after, the section but not inside.
