Ah yes I think that I finally understood. You mean something like:

blah blah |blah blah
blah
BOX
-------------------------------------- - - - - -
bu bu bub bu bu bu
bu bu bu b ub bub
---------------------------------------- - - - -

where blah and the inset are on the same paragraph?

I think it's simply part of the same problem: you go down, and the cursor
goes to the start of BOX instead of going to the end of blah. If it would,
then the next movement would put the cursor inside the inset as reasonable.
As it doesn't, the next movement skips the full inset row.

If I understood correctly the problem, at least. ;-)
