The right place to help the user pick the right programs is the
installer. This is the point where people install stuff. And some
documentation is useful too.

This would be the case with what I propose too.

Then why not add an option to the installer to download GSView (either automatic or just a link) and hide the menu option when the user doesn't need a PS viewer.

Windows viewer detection should happen every time LyX starts, so after installing GSView the option will become available. This way there will also be no problems whenever a viewer has been reinstalled in another directory.
