Some arguments:
- for utf-8 you need a fairly recent LaTeX distribution
- you don't rely on the fact that your coworkers and publishers actually
accept unicode-encoded LaTeX files
- not all packages work with unicode

I think there should be a general pref and a document-specific setting.
