Hi, i have got 4 figures i want to place this way

the figures are circuit schemes with different resolution (Eg. 1024x768,
800x600, etc.) but i thought that if i set in the figure properties (%of page
=25 in both width and height) i'd get what i wanted.
well, what i actually get is:

is this dependent from figure size? or am i doing something wrong?
i tried even inserting in a table and/or using inlined EPS.
