The idea would be to propose fully hyperlinked texts, using the
correct ps fonts. Many TeX installations do not have the necessary
tools to do that (I do not, anyway) and it requires a fair bit of
tweaking.
Finally, it would be the best way to provide the documentation for
people who do not have LyX installed, but would like to see what it's
like.

PS: the real reason is that, since I'm not going to do it myself, I
can propose to do compilcated things without fear.
