There is our problem. LyX uses the ImageMagick program to do these kinds of conversions. And ImageMagick itself depends upon other libraries to be able to read and write various formats.

In this case, I am afraid, we are out of luck. This page:
    http://www.imagemagick.org/script/formats.php
explains that since EMF is a proprietary Microsoft format, conversion is only available under Windows.
