In the documentation I found the Align command but it only works for Paragraph styles. I also found the LeftLimit command for insets but defining something like:

Layout and InsetLayout are different beasts, although we try to be somewhat coherent. I agree that there should be a way to declare whether the inset is on its own line, and what its alignment is. If you open a ticket, I can try to implement this, bt it won't be before 2.4.0, unfortunately.
