Don't like being this stupid but ...
I tried doing that and latex then complains that it can't find the
english.ins file. So I supposed it wanted it somewhere special and put
it in a directory named source where I found some other .ins files.
Same thing. I tried specify the direct path to the file at the prompt
"Specify path ..." Same thing.

Gave up on that, tried reinstalling tetex. And although the rpms _say_
they contain babel.ldf it's not getting installed ...
*sigh*

Stupid, stupid, stupid ...
