In LyX 1.2.1 there is in the preferences (lang opts/language tab) and
option
to use babel or not, and it seems babel is loaded after the stuff in the
user-defined preamble.
babel is loaded as last package before the
\begin{document}
You can insert it into the preamble if it should be loaded _before_
other packages.
