It is possible, in two ways:
1. Using the external inset
2. \write18{wget -r <url>} in latex mode, and changing the latex->dvi converter
to be "latex -shell-escape $$i".
However, the latter is a security risk, and both methods will make updating
the DVI very slow.
The preferred option is probably to write a script that updates the necessary
files (the script can gather the URLs from the .lyx file).
