Thanks! that does the trick. I was looking under Layout->Document->Language.
Philosophically, I'd prefer this to be a document preference, rather than a general preference. In particular, the saved document is no longer self-contained. In a year when I use it as a template for my next paper, I'm sure I'll be asking the exact same question!
yes, this is not a good behaviour of LyX ...
