I am reluctant to change the file format because of this case. Not because it is difficult, the change seems easy, but because it also changes the structure of the document. I have seen this before when for certain structures lyx catches warnings and treats them as errors. Notice that even if we did it now this fix wouldn't backport to 1.3 as there is a need to introduce another file format that carries this version. What is the general fix? Because for this document Angus solution works if the graphic is the last element or the first element in the line, what if it is in the middle?
