You don't need to adjust anything in this menu (there's nothing in this
menu in a fresh LyX installation).
I assume that you have an incomplete aspell istallation. Did you install
a german aspell 0.60 library from here?:

The libraries of aspell 0.60 are all under
C:\Aspell\lib\aspell-0.60
